3988802e2c 完成项目一键初始化工作流(03-project-init)：重构为文件模式生成README/LICENSE/CI配置+里程碑+Issue+分支保护+Release ...

- README/LICENSE/CONTRIBUTING/.gitlink-ci.yml 生成在仓库内，而非Wiki页面
- 新增里程碑创建步骤、欢迎Issue
- README中文标题（快速开始、环境要求、安装、使用、测试）
- git clone/push免密认证、git作者行内传参
- 修复CRLF换行符、反引号命令替换等问题
- 同步更新PowerShell版本(03-project-init.ps1)
- 更新workflows文档和SKILL菜单
