增加了批量仓库管理功能

  1. 仓库批量创建，+batch-create，默认公开，可以加选项 --private 设置为私有，支持csv方式，支持预览 --dry-run
  2. 仓库批量更新，+batch-update，选项--private/public更新仓库可见性，支持csv文件引入，支持更新描述 -d，支持同时更新描述和可见性，但是更新时要注意指定仓库所有者，即--owner选项。
