赵昌 3a1565422c fix: PR 状态字段匹配和 MSYS 路径问题
- 01-collect-prs.sh: 修复 PR 过滤逻辑,兼容 status='open' 字符串
- quality-gate-full.sh: 使用相对路径避免 MSYS 路径问题
