Brian Palmer fdefc984ae remove the new teacher registration email 
This email only went to site admins, and isn't useful.

This commit stops new notifications being created, a subsequent commit
will remove the no longer used code and data.

Canvas LMS

Canvas is a new, open-source LMS by Instructure Inc. It is released under the AGPLv3 license for use by anyone interested in learning more about or using learning management systems.
