Pat Renner 6845066efd Add read only rubrics page for concluded enrollments

Test-plan:
- With the FF enabled for an account:
  - Create a course and enroll a teacher and a student
  - Conclude the teacher and students enrollment in the course
  - Verify that the teacher can still access the Rubrics
  tab for a course but cannot edit or delete any of the rubrics
  (read only)
  - Verify that the student cannot access the Rubrics tab
- Disable the FF and confirm that the Rubrics tab is
no longer available and neither user can access it
