Jason Gillett 2c9776a9f6 Pass RQD setting to front end for gradebook 
flag=restrict_qualitative_data
closes VICE-3429

Test Plan
1. Navigate to the gradeBook with RQD off
2. Check the new env variable. it should be false
3. Turn on RQD for the course
4. Refresh the gradebook page
5. Verify that the env variable is true.
