Omar Gerardo Soto-Fortuño 836a5ff287 Verify if allow students is enabled to create anon discussions

test plan:
  - As a student, go to Create Discussions without
      the course setting Create anonymous discussion topics
      enabled.
   - You shouldn't be able to see the anonymous section.
   - Do the opposite, as a student, go to Create Discussion
       with the course setting Create anonymous discussion topics
       enabled.
   - You should be able to see the anonymous discussion section.
