James Williams e33e0c5d0f fix moodle 1.9 file importing 
test plan:
* import a moodle 1.9 package with files in the
"course files" directory
* all the files should all be imported

closes #CNVS-14872

Canvas is a new, open-source LMS by Instructure Inc. It is released under the AGPLv3 license for use by anyone interested in learning more about or using learning management systems.
