Aaron Kc Hsu 10cef48af0 add the UI to disable and enable gravatar from account settings 
fixes COMMS-756

Test Plan
* you might need to enable account services
* go to the account settings page
* there should be a user avatar tab that appears at the
bottom
* if that textbox is checked a enable gravatar setting should
appear
* if it is not checked the gravtar checkbox should be gone
* try to save settings and go to the user avtar upload screen
* make sure the from Gravatar item is gone when off
* make sure that the from Gravtar tab is back when gravtar is on
