closes LA-728 flag = submission_type_tool_placement Test Plan: - find a LTI 1 tool that can be configured to do submission_type_selection placements. The tool will also need to be able to send a ContentItemResponse back to Canvas. I used a tool called lti_tool_provider_example (github) and modified it.
