because they no longer exist in instui8
it turns out 2 of the 3 places are modal and tray headers
which can be layed out w/o Flex at all.

- in the RCE, with LTI tools installed, click on
external tools -> View All
> expect the modal to look the same as before
- open the CanvasContentTray that inserts stuff in the RCE
> expect the tray to look the same as before
- be sure rce_ux_enhancements flag is turned on
- insert a course link, then click on it and choose
link properties
> expect the edit link bit at the top of the tray
to look like it did before
