changed the wording and pulled it out into a handlebars
template where it belongs.
Test plan:
* create assignment worth 5 points
* add a rubric for grading worth 10 points
* save the rubric
* verify the "Change points to match rubric?" dialog
shows up and looks good
also see "should not adjust assignment points
possible for grading rubric" spec in
spec/selenium/assignments_spec.rb
