Brian Palmer ac3a81c819 fix parallel sis batch progress interval 
the marshalling to/from the child serialized delayed job isn't including
@last_progress_update, causing errors comparing a time to nil.

Canvas is a new, open-source LMS by Instructure Inc. It is released under the AGPLv3 license for use by anyone interested in learning more about or using learning management systems.
