This fixes the 404 issue when switching from "median" to
"average" course aggregate calculation. The menu has been
replaced with the InstUI menu
Test Plan:
- Jenkins Tests Pass
- Go to course and enable LMGB
- Navigate to LMGB
- Switch the course calculation from "average" to "median"
- Verify that the new calculation is run and header cells
are populated with updated aggregate calculation
