fixes CNVS-34165
test plan:
- make sure you are running with RAILS_LOAD_ALL_LOCALES=1
for (web and webpack if you are running docker)
- change locale to each of es, de, fr, fr-ca, he and pl
- create/edit a quiz
- in the due date try setting the due date to a day in each month
- no need to save
- make sure after clicking the day it doesn't change to a different
month or year
