Rob Orton 3323d45448 create group_and_membership_importer 
test plan
 - run the following with group category object and file contents
 - GroupAndMembershipImporter.create_import_with_attachment(category, file)
 - it should return a progress
 - it should import groups and group members

closes VICE-813
