Paul Gray 8f94d82cd8 Include FE error message in error report creation. 
This commit sends the error message from the front end to the back end
when creating an error report. This will allow us to see the error on
the error_reports page.

test plan:
Induce a FE error that renders the generic error page component. Click
the "Report Error" button and verify that the error message is included
on the error reports page
