Rob Orton 4e90438d25 ensure assignments API uses correct date time format part2 
fixes CNVS-10087

test plan
 - assignments PUT and CREATE request will only
   accept is08601 formatted dates
 - will return 400 bad_request
 - still allow clearing the dates
