Ethan Vizitei 43d07c19ae remove constraints before dropping table

TEST PLAN:
 1) have a bunch of traffic modifying users
 2) try to drop a partition from a partman table
    with a FK on user
 3) it does not lock up forever and cause an outage

Gems

Testing

To test all the gems:

cd gems
./test_all_gems.sh

To test an individual gem

Run ./test.sh inside the gem's folder. This is basically the same as:

cd gems/google_drive
bundle
rspec
