test plan:
- as any user, visit /profile/communication
- hover over the New Mention preference
- verify that the hover text says
"New Mention in a Discussion.
Discussion Mentions are only available
for courses or accounts that have
the Discussions/Announcements Redesign feature flag turned on."
- do the same thing for your course notification preferences
