Felix Milea-Ciobanu fa572d7224 change screenreader text for disabled course navigation items 
fixes ADMIN-333

test plan:
- head to a course that has a couple assignments in it
- go the the course settings page, click the "navigation" tab and
  disable the assignments page
- use VoiceOver to navigate to the assignments link in the course nav
- note that it reads "disabled in course settings"
