closes OUT-4146 flag=improved_outcomes_management flag=account_level_mastery_scales Test plan: - Make sure you have account with an outcome group and at least one outcome within that group - Go to Account > Settings > Feature Options - Enable Improved Outcomes Management FF - Go to Account > Outcomes > Calculation tab - Change the calculation method, press "Save Mastery Calculation" button and confirm; after a moment you should see flash message "Mastery calculation saved" - Open Developer Tools > Network tab and select Offline - Change the calculation method, press "Save Mastery Calculation" button and confirm; after a moment you should see flash message "An error occurred updating the calculation method" - Open Developer Tools > Network tab and revert to "No throttling" - Go to Account > Outcomes > Mastery tab - Click "Add Mastery Level" button, enter description and points, press "Save Mastery Scale" button and confirm; after a moment you should see flash message "Mastery scale saved" - Open Developer Tools > Network tab and select Offline - Click "Add Mastery Level" button, enter description and points, press "Save Mastery Scale" button and confirm; after a moment you should see flash message "An error occurred while saving the mastery scale: Network Error" - Open Developer Tools > Network tab and revert to "No throttling" - Go to Account > Outcomes > Manage tab and wait for Tree Browser to load outcomes - Open Developer Tools > Network tab and select Offline - Click on an outcome group in the TreeBrowser; after a moment you should see flash message "An error occurred while loading selected group."
