Test plan:
- with instfs configured and enabled:
- log into canvas and navigate to the users eportfolio
- dowload the eportfolio
- verify that the eportfolio was
- created successfully
- download from the <instfs domain>/files
- verify that the instfs logs show
- a post of the eportfolio to instfs
- a get of the eportfolio from instfs
