test plan:
- go to the pages page
> expect a "Use block editor" checkbox
- uncheck it and click +Page
> expect the RCE
- cancel, check the checkbox and click +page
> expect the block editor
> regardles of the checkbox state editing a page
uses the editor it was created with
- create a page
- next thru the stepper w/o selecting a section
- delete the default blank section
- click in the page
> expect to see the "I'm selected" ring in the brand color around the page block
- add some sections
- select the first section
> expect the Move Up menu item to be disabled
- select the last section
> expect the Move Down menu item to be disabled
- create a page using the first template
> expect the images to show up in the hero and about sections
> expect no RCE block in the block toolbox
- refresh the page with ?showrce param in the URL
> expect the RCE block in the toolbox
- select a text block
- change the text color from the toolbar
> expect the text color to change
- select a section or block
- scroll the page
> expect the toolbars and/or menus to stay in place
> ewxpect no jankiness
