James Williams a35f126ec4 rework global navigation cache to work with permission checks 
test plan:
* install an lti tool using the "required_permissions"
setting on a global_navigation placement
* it should cache the global navigation properly based
 on the current user's permissions in the currently
 viewed context (keeping in mind that permissions cache
 for an hour)

closes #PLAT-5328
