Isaac Moore 36a2f3b5f6 Add feature flag and course setting for Pace Plans 
closes LS-2500
flag=pace_plans

test plan:
- enable the Pace Plans feature flag in a sub-account
- verify that the Pace Plans setting appears on the course settings page
  for courses in the sub-account
- verify that caution text appears below the Pace Plans course setting
  when it is checked
- verify that caution text below the Pace Plans course setting disappears
  when it is unchecked
- verify that changes to the Pace Plans course setting are persisted when
  submitting the course settings form
- disable the Pace Plans feature flag
- verify that the Pace Plans course setting no longer appears on the
  course settings page
