Clay Diffrient 2a104c9f10 Disable folder previews 
This essentially reverts the behavior in e8eefad3.

fixes CNVS-23838

Test Plan:
  - Got to the files page with at least one folder
  - The toolbar preview button should be disabled
    when you have the folder selected
  - When you have a file preview open, it should
    navigate to all the files and not show folders
    at all
