add timezone locales that were lost when moving from vendoring the
library to pulling it from npm. custom locales were apparently added
to the vendored lib.
fixes CNVS-38138
test plan:
- change user locale to each of the following:
ar, da, fa, ht, hy, mi, nn, tr
- load a page
- ensure there is not a 404 when trying to load the timezone js file
