Test Plan:
- Go to an account settings page that is the default
root account (you will need multiple root accounts for this)
- Toggle the Terms Of Service Drop down several times and save
- Toggle the passive checkbox and save
- Go to Custom type of ToS and notice a RCE appears
- Notice also the link doesn't show up if you aren't on custom
- Notice the state is propagated throughout saves
