**Test Plan
1. Enable TII in root account
2. set default originality, and save
3. create new assignment, make sure it inherits default originality
4. repeat 1-3 for a subaccount, make sure correct originality
setting is inherited.

test plan:
- ensure there is a course with a term other than the default term
- look at the affected pages to verify that the term name is visible
