Augusto Callejas ef0101285e Allow read_grades permission to view alignments 
closes OUT-2558

test plan:
  - create an assignment with aligned outcomes
  - as a student, submit to the assignment
  - as a teacher, assess the assignment's rubric
  - as a student, confirm the results appear under sLMGB
  - an an observer to the student, confirm the results
    appear under sLMGB
