## Issue
Integration tests are slow and running them in parrallel may contribute
to flakiness due to LLM rate limits.
## Change
- Run integration tests on PR and main only on JDK 21 (Java LTS). Update
workflow matrix to replace `experimental` with `integration_tests` and
adjust related conditions
- Run java build only when both _spotless_ and _compliance_ steps have
succeeded
