Fix exceptions raised/rescued in dev by IPAddr
Putting ".localhost" at the end causes 4 IPAddr::InvalidAddressError
exceptions to be raised and rescued during every request when the
HostAuthorization middleware attempts to compare an IPAddr with a
"localhost" string.

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
