Clean up and consolidate .gitignores 
* Global ignores at toplevel .gitignore
* Component-specific ignores in each toplevel directory
* Remove `actionview/test/tmp/.keep` for JRuby

rm actionview/test/tmp/ -fr
cd actionview/
bundle exec jruby -Itest test/template/digestor_test.rb
```
