Alexey Lapshin 69906fe0b1 [Debuginfo][NFC] add comments for WithColor routines.
Summary:
This patch is follow-up for D74481. It adds comments
to WithColor::defaultErrorHandler() and
WithColor::defaultWarningHandler().

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
