Both of BreakpointLocation and BreakpointSite were inherited from StoppointLocation. However, the only thing they shared was hit counting logic. The patch encapsulates those logic into StoppointHitCounter, renames StoppointLocation to StoppointSite, and stops BreakpointLocation's inheriting from it.
