Chad Rosier b7dfbb40a3 [ValueTracking] Improve isImpliedCondition for conditions with matching operands. 
This patch improves SimplifyCFG to catch cases like:

  if (a < b) {
    if (a > b) <- known to be false
      unreachable;
  }
