Rafael Espindola 5a2af525ab Explicitly add -Wl,--export-all-symbols on mingw/cygwin. 
Looks like cmake on windows is not expanding ENABLE_EXPORTS to
-Wl,--export-all-symbols on mingw or cygwin, so add this back.
