David Blaikie 2f2df07fa4 DebugInfo: Place global constants in their appropriate context. 
We also don't need to duplicate the name in the LinkageName field. Just
leave it empty.

PCH Updating the capability attribute diagnostics to be more capability-neutral. Instead of using terminology such as "lock", "unlock" and "locked", the new terminology is "acquire", "release" and "held".
