Matt Arsenault 595ac8c46e GlobalISel: Move getLLTForMVT/getMVTForLLT 
As an intermediate step, some TLI functions can be converted to using
LLT instead of MVT. Move this somewhere out of GlobalISel so DAG
functions can use these.
