Argyrios Kyrtzidis 1fa8b4b204 Make DiagnosticErrorTrap keep a count of the errors that occurred so multiple 
DiagnosticErrorTraps can be composed (e.g. a trap inside another trap).

Misc Fix a test case that was intermittently failing. The issue was that instantiations are not stored in an order preserving structure, so the print order may be impacted. SemaTemplate In Microsoft mode, if we are within a templated function and we can't resolve Identifier during BuildCXXNestedNameSpecifier, then extend the SS with Identifier. This will have the effect of resolving Identifier during template instantiation.
