Krzysztof Drewniak 814b605095 [mlir][AMDGPU] Add AMDGPU conversion patterns to ConvertGPUToROCDL 
This ensures that attributes such as the index bitwidth propagate
correctly to the AMDGPUToROCDL patterns.
