Hans Wennborg ae0254dabc Switch lowering: cluster adjacent fall-through cases even at -O0 
It's cheap to do, and codegen is much faster if cases can be merged
into clusters.

Transforms This change is refactoring only. It moves basic block normalization for invokes to happen before replacement of a call with safepoint in "ReplaceWithStatepoint".
