Luke Geeson 7d594cf003 [ARM] Add Cortex-M55 Support for clang and llvm
This patch upstreams support for the ARM Armv8.1m cpu Cortex-M55.

In detail adding support for:

 - mcpu option in clang
 - Arm Target Features in clang
 - llvm Arm TargetParser definitions

The LLVM Compiler Infrastructure
================================

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
