Daniel Dunbar 76ba41ce4f Add Type::hasPointerRepresentation predicate. 
- For types whose native representation is a pointer.

 - Use to replace ExprConstant.cpp:HasPointerEvalType,
   CodeGenFunction::isObjCPointerType.
