zhanghb97 77133b29b9 [mlir] Get array from the dense elements attribute with buffer protocol. 
- Add `mlirElementsAttrGetType` C API.
- Add `def_buffer` binding to PyDenseElementsAttribute.
- Implement the protocol to access the buffer.
