Hans Wennborg 916be8fd6a Revert abb00753 "build: reduce CMake handling for zlib" (PR44780)
and follow-ups:
a2ca1c2d "build: disable zlib by default on Windows"
2181bf40 "[CMake] Link against ZLIB::ZLIB"
1079c68a "Attempt to fix ZLIB CMake logic on Windows"

This changed the output of llvm-config --system-libs, and more
importantly it broke stand-alone builds. Instead of piling on more fix
attempts, let's revert this to reduce the risk of more breakages.

Welcome to Clang.  This is a compiler front-end for the C family of languages
(C, C++, Objective-C, and Objective-C++) which is built as part of the LLVM
compiler infrastructure project.

Unlike many other compiler frontends, Clang is useful for a number of things
beyond just compiling code: we intend for Clang to be host to a number of
different source-level tools.  One example of this is the Clang Static Analyzer.

If you're interested in more (including how to build Clang) it is best to read
the relevant web sites.  Here are some pointers:
