Rui Ueyama 4eed6cc433 Fix /WholeArchive bug. 
`lld-link foo.lib /wholearchive:foo.lib` should work the same way as
`lld-link /wholearchive:foo.lib foo.lib`. Previously, /wholearchive in
the former case was ignored.
