In `CodeGenFunction::EmitAArch64BuiltinExpr()`, bulk move all of the aarch64 MSVC-builtin cases to an earlier point in the function (the `// Handle non-overloaded intrinsics first` switch block) in order to avoid an unreachable in `GetNeonType()`.
