Vladislav Vinogradov b599f464d4 [mlir][CMAKE] Fix build with BUILD_SHARED_LIBS=ON 
Link `MLIRStandardToLLVM` to `MLIRAVX512Transforms`, since
the latter uses `LLVMTypeConverter` defined in the first one.
